Kankakee Area Regional Vocational Education System

The Kankakee Area Regional Vocational Education System (KARVES) is what is known as an "Education for Employment System, specifically EFE #120 with the State of Illinois.  EFE Systems were founded by the Illinois State Board of Education in 1985 under intergovernmental agreements between participating school districts.

EFE's like ours, is a regional delivery system designed to administer the efficient delivery of career and technical education (CTE).  A joint Agreement, between our ten member schools created the entity of both KARVES and KACC.  The original 10 member schools are:  BBCHS, Beecher, Central Unit 4, Grant Park, Herscher, Kankakee, Manteno, Momence, Peotone, and St. Anne.  

KARVES provides career and technical education (CTE) opportunities and support to students, staff, parents and business.  CTE is a critical education component of the workforce development system providing planned sequences (pathways) for career awareness, exploration and planning and career specific preparation for ALL learners in the Pre K through 12 educational system.

CTE is much more than “vocational education” of days gone by.  CTE offered today in our district schools and Career Center goes well beyond, doing a much better job of integrating academics with training to offer students the best opportunity to be truly college AND career ready for the 21st Century.

Whether it be career awareness at the elementary level, a business or accounting class at the local high school or a welding or drafting/CAD class at KACC, KARVES' purpose is to:

• provide leadership, support, and technical assistance for K-12 career and technical education (CTE) programs

• manage state and federal resources designed to deliver quality CTE programs in an efficient manner

• submit and administer career and technical education related grants and disperse funds and services to member districts

• provide curriculum and program development

• provide staff professional development opportunities for teachers, counselors and administrators

• collect data to provide assistance in the areas of accountability and the development of performance standards

• assist schools with technology and equipment updates

• provide the infrastructure for linking K-12 education with community colleges/universities, business, and industry

• provide assistance to CTE “Special Populations” students. This includes students who are academically, financially, educationally, or physically disadvantaged

• enable all students to be prepared for employment, continuing education and productive citizenship in today’s global market


Through the direction of Director, Matthew Kelley Assistant Director, Timothy Guerin and Special Projects Coordinator, Lucas Papineau, KARVES works in partnership with the Kankakee Area Career Center, the I-KAN Regional Office of Education, the Special Education Cooperative and Kankakee Community College to provide a comprehensive continuum of educational and career opportunities to students throughout the district.
